A government website designed to feel modern, useful and dependable
There is a common belief that government websites have to look formal, crowded and visually dated.
We did not agree.
When Brand Mindz Global was selected to redesign and develop the website of the District Industries Centre, Tenkasi, we saw an opportunity to prove that a public-sector website could be official and trustworthy without being difficult to use.
The existing website was slow, limited in functionality and no longer reflected the work being carried out by the department.
Our task was to rebuild it from the ground up.
The result was a faster, cleaner and more structured website that helps entrepreneurs understand the District Industries Centre, explore government schemes, learn about incentives and find the information they need with less effort.

About the District Industries Centre, Tenkasi
District Industries Centres act as an important point of support for entrepreneurs and MSMEs at the district level.
Across Tamil Nadu, DICs help entrepreneurs identify viable business activities, prepare project reports, access financial assistance, obtain government clearances and understand eligible incentives and subsidy programmes. (MSME Online)
The District Industries Centre, Tenkasi was formed through G.O. Ms. No. 7 of the MSME Department dated 29 January 2021 and began functioning on 26 February 2021. (dictenkasi.com)
Its website therefore serves a practical public purpose.
It must help existing and aspiring entrepreneurs find information about:
Government schemes
Capital subsidies
Financial support
Industrial incentives
Self-employment programmes
District industrial opportunities
Department contacts
Application and support channels
This was not simply an informational company website. It was a digital access point for entrepreneurs interacting with a government department.
The Website We Inherited
The earlier website had served its basic purpose, but it had reached a point where a complete revamp was required.
The main concerns included:
Slow page loading
An outdated visual presentation
Limited functionality
Weak mobile experience
Unclear information hierarchy
Difficult navigation
Inconsistent presentation of schemes and incentives
Limited space for future content
A user experience that did not reflect modern digital standards
The site contained useful information, but that information was not always easy to discover or understand.
For an entrepreneur visiting the website to learn about a scheme or subsidy, that friction mattered.
Winning the Project Through a Competitive Tender
This project was awarded through a tender process.
Brand Mindz participated alongside other eligible companies and submitted its proposed approach for redesigning and developing the website.
The selection required more than presenting an attractive design.
We had to demonstrate that we understood:
The role of the department
The needs of entrepreneurs
Government communication requirements
Website usability
Technical reliability
Security considerations
Long-term maintainability
The importance of accurate public information
Following the evaluation process, Brand Mindz was selected to undertake the project.
For our team, the opportunity came with a clear responsibility: the final website had to justify the confidence placed in us.
Publish the exact tender number, work-order date and issuing authority here when those details are approved for public use.
The Challenge We Set for Ourselves
The original requirement was to redesign and improve the website.
Internally, we set a higher goal:
Could we create a government website that felt as considered and polished as a modern corporate digital experience?
We wanted the website to remain official, familiar and appropriate for a government department.
At the same time, we did not want “government website” to become an excuse for poor navigation, dated interfaces or unnecessary complexity.
The challenge was to balance:
Government identity
Public trust
Ease of use
Visual quality
Technical performance
Information accuracy
Mobile accessibility
Security and reliability
That balance shaped every part of the project.
Our Approach
We Started With the User, Not the Design
The website serves different kinds of visitors:
First-time entrepreneurs
Existing MSME owners
Manufacturers
Artisans
Young people exploring self-employment
Women entrepreneurs
SC and ST entrepreneurs
Consultants and financial institutions
Government officials
Businesses looking for incentives or expansion support
Each visitor may arrive with a different question.
Some want to know which scheme they qualify for. Some want information about subsidies. Others need contact details, industrial data or a clear path to an official application portal.
Before redesigning the interface, we reorganised the information around these user needs.
We Simplified the Information Architecture
The new website was structured around clear primary sections:
About the District Industries Centre
District Industrial Profile
Incentives
Government Schemes
Contact Information
Useful Government Links
The live website now presents core schemes such as Kalaignar Kaivinai Thittam, the Annal Ambedkar Business Champions Scheme, NEEDS and UYEGP through dedicated, easier-to-scan sections. (dictenkasi.com)
The objective was simple: users should not have to understand the internal structure of a government department before they can find useful information.
We Gave the Website a New Visual Language
The previous website did not visually communicate the importance of the department or the economic activity of Tenkasi district.
We developed a new interface that felt:
Professional
Contemporary
Clear
Trustworthy
Regionally relevant
Suitable for a government organisation
The design used stronger typography, cleaner spacing, purposeful imagery and clearer visual separation between different types of information.
We did not try to make the website look like a private technology company.
We created a modern government interface that remained respectful of its official identity.
We Made Schemes Easier to Understand
Government schemes often contain detailed eligibility conditions, financial limits and application requirements.
When this information is presented as long, uninterrupted text, people can struggle to understand what applies to them.
We organised scheme content into clearer sections such as:
Purpose of the scheme
Who can apply
Age criteria
Educational requirements
Project-cost limits
Promoter contribution
Subsidy details
Financial assistance
Official application links
This makes the information easier to scan without oversimplifying it.
We Designed for Mobile Users
Many entrepreneurs access government information through mobile phones rather than desktop computers.
The new experience was therefore designed to work across:
Smartphones
Tablets
Laptops
Desktop displays
Menus, cards, text sizes, spacing and interaction areas were planned for smaller screens from the beginning.
Mobile responsiveness was treated as a core requirement, not as a final adjustment.
We Focused on Speed
The old website’s loading speed was one of the central concerns.
We approached performance at the development level through:
Optimised images
Efficient code structure
Reduced unnecessary scripts
Lightweight page components
Responsive asset delivery
Browser caching
Optimised CSS and JavaScript
Better handling of visual content
Performance-focused hosting and deployment decisions
The aim was not only to achieve a technical score.
A faster website means that an entrepreneur on a mobile connection can reach important information with less waiting and frustration.
We Built With Security in Mind
A government website must be approached with greater technical responsibility than a standard promotional website.
Our development process considered:
HTTPS implementation
Secure hosting configuration
Input and form validation
Controlled administrative access
Software and dependency management
Protection against common web vulnerabilities
Regular backups
Error handling
Secure deployment practices
Maintenance readiness
The Design Team’s Perspective
“We kept asking ourselves one question throughout the project: why should a government website feel less thoughtful than a corporate website? The people using it are entrepreneurs trying to make important business decisions. They deserve a fast, clear and professional experience. Our job was to make the department feel more accessible without taking away its official character.”
— Nithiya Prasath, Designer, Brand Mindz Global
The Development Team’s Perspective
“We did not want to stop with making the website look better. It also had to be fast, stable and easy for the department to manage later. So we kept the build simple, avoided unnecessary weight and focused on how people would actually use the website, especially on mobile.”
— R Vasanth Kumar, CEO, Brand Mindz Global

Why This Project Matters
A government website is not simply an online brochure.
For many people, it is the first point of contact with a department.
An entrepreneur may visit the website before approaching the office, applying for a loan or deciding whether a scheme is relevant to their business.
A confusing or slow website can make government support feel difficult to access.
A clear website cannot replace direct guidance from officials, but it can help people arrive better informed.
That is the wider value of this project.
It made information about entrepreneurship, MSME support, subsidies and government schemes easier to discover and understand.
Challenging the Idea of a “Typical Government Website”
This project gave Brand Mindz the chance to challenge a familiar assumption.
Government websites do not need to be visually boring to appear official.
They do not need complicated navigation to appear comprehensive.
They do not need heavy pages to appear informative.
A public-sector website can be:
Official and modern
Detailed and easy to navigate
Visually strong and accessible
Secure and fast
Professional and human
The DIC Tenkasi website was built around that belief.
